The Delaware County Sheriff's office and University and Muncie police responded to the 1100 block of W. Ashland Ave. shortly after midnight Sunday.
The original call reported a "loud party" and when police arrived on scene, they began to get reports of shots fired, said university spokesperson Kathy Wolf.
Quinden Wills of Muncie was arrested and preliminary charged with carrying a handgun without a license. He was booked into the Delaware County Jail.
Witnesses told the Ball State Daily News they heard around 10 gunshots in the area, but Muncie police said they were unable to find any bullet casings.
Police stopped a vehicle in the block and arrested Wills after weapons were found in his car. Wolf said he did not have permits for the weapons. Wills denied firing shots.
University officials issued an emergency alert notification at 12:11 a.m. regarding the report of shots fired and an all-clear alert was sent out at 1:18 a.m.
No injuries were reported and EMS did not respond to the scene.
