Gov. Mitch Daniels outlined his budget proposal for the next two years on Monday night.
Daniels nominated several areas for the state to cut funding in. It included a 4 percent decrease in higher education funding.
"When your income drops by 8 percent," Daniels said, referencing a projected billion dollar decrease in state revenues, "You can't increase your spending on anything."
Daniels said the only exceptions to his policy of no increases was a 2 percent increase in K-12 education and a 3 percent increase in financial aid.
The State Legislature did not pass a budget before its regular session ended on April 29. The governor must now convene a special session of the legislature to pass a budget before the current budget expires at the end of June.
Daniels will present his budget proposal officially to the legislature Tuesday and is expected to call a special session in mid-June.
